Realizing at this point that the organization might become a true community band, the members set about establishing a band philosophy and creating some organizational structure. Since their primary intent was to preserve the fun of playing, they favored a democratic, egalitarian structure that emphasized a simple philosophy of having fun, serving the community, and providing a band home for any amateur musician. Consequently the charter set up a self governing, totally volunteer organization that required no fees or auditions.

Those early principles continue to guide the band today. Each section within the band has a voluntary leader, the "section mom", who works with section members to assign musical parts in keeping with abilities and interest. Although it is quite a challenge, especially to the conductors and the music selection committee, the band still accepts all musicians who walk through the door.
